Twitter has started looking for regulatory licenses in the US, for delivering payment services within the app, based on reports from The Financial Times.

Elon Musk has extensive experience in the payments’ industry, being the founder of PayPal, which Twitter could tap into by facilitating transactions within the app and taking a cut of the proceeds.
Musk has been vocal about his desire to turn Twitter into an inclusive app by adding new features and improving existing ones, and this includes his plans to implement a payment system.
